Engineering Field Technician - Public Works - $51,518-$64,397

Globe or Payson, AZ - Full Time

  • The purpose of this job is to protect human life and health, and minimize property damage resulting from flooding.  This position reviews permit applications and issues permits for development in floodplains based on the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program requirements.  This position also reviews, issues and inspects permits for grading and drainage based on County ordinances and State standards. This includes review of proposed development to ensure that building and occupants are reasonably protected from flooding by complying with all floodplain regulations and County ordinances.  This position also installs and maintains gages as part of the flood warning recognition system.  This position also involves addressing flooding and other constituent concerns from County residents resulting from grading activity and/or development in the floodplain.   This position also involves addressing other constituent concerns and complaints related to grading and drainage within Gila County.

Essential Duties and Responsibilities

  • In the areas of grading and drainage and floodplain permitting: reviews, approves, issues, grading and drainage and floodplain permits; inspects owner parcels to ensure compliance with National Flood Insurance Program, Gila County Floodplain Management Ordinance, Gila County Grading and Drainage Ordinance and other State standards and regulations.
  • In the area of floodplain permitting: uses FEMA floodmap and interprets engineering data from other flood studies that provide best available information to determine flood elevations at permitted project location.  Determines venting requirements and floodplain regulatory requirements of remodeling/addition projects based on calculations using project cost estimates and pre-construction structure valuations, in accordance with Federal regulations.  Executes timely reviews of Floodplain Use Permit applications and floodplain pre-permit information requests for compliance with the Floodplain Management Ordinance and issues Floodplain Use Permits.  Reviews Elevation Certificates.  Coordinates with architects and engineers to ensure that construction plans and proposed materials conform to Gila County, State and Federal requirements.
  • In the areas of grading and drainage permitting: uses Geographic Information Systems (GIS), Light Detection and Ranging (LiDAR) elevation data, engineered hydrology studies, engineered grading/site plans, parcel information and other information relevant to permit review. Ensures compliance with applicable Federal, State and County floodplain regulations and construction standards; prepares and performs final inspections as required.
  • Ensures compliance with Grading and Drainage Ordinance including stream set back requirements and State standards related to storm water drainage. Coordinates with architects and engineers to ensure that construction plans and proposed materials conform to Gila County, State and Federal requirements. 
  • In the areas of grading and drainage and floodplain permitting: provides telephone and in-person customer service, answering inquiries related to topics including design criteria, regulations, permit regulations, application/plan submittals and providing customers information on how to protect life and property from flood hazards.     Provides support to customers on what is required to comply with the Gila County Floodplain Management Ordinance, the National Flood Insurance Program, State of Arizona floodplain requirements and the Grading and Drainage Ordinance requirements as it applies to development in Gila County. 
  • In the areas of grading and drainage and flooplain permitting: conducts field inspections to verify site conditions, permit compliance and/or ordinance violations. Prepares and maintains required documentation including field notes, permit records, notes from meetings and other relevant paperwork.  Inputs all relevant permit information in the County Permit software system (Trak-It).
  • In the areas of grading and drainage and floodplain permitting: responds to floodplain complaints, developing solutions to provide first level of problem resolution before reporting issues to the Floodplain Administrator Flood Control District.
  • Installs and maintains rain gages and works with contractors as needed to have gages operational.

Minimum Education Required 

  • Associate’s Degree in a Technology field.

Minimum Years of Directly Related Experience Required

  • Three (3) years related experience in floodplain administration or drainage permitting and experience in working with the public; or any combination of education, training and experience.

Professional Credentials Required

  • Certified Floodplain Manager (CFM) certification issued by the Association of State Floodplain Managers (ASFPM) must be obtained within 12 months of hire.  Continued employment is contingent upon successfully obtaining certification within 12 months of hire.

  • Must possess and maintain a valid Driver’s License.
